About Us

A strategic integrator for the energy transition

From site assessment to long-term operation, ELECRO manages the full life cycle of a photovoltaic system. Engineering, permitting, financing and O&M — coordinated by a single integrator, with no break in accountability between phases.

Who we are

Mission & vision

Incorporated in 2024, ELECRO operates as an integrator with single-point accountability across the entire life cycle of a photovoltaic system — from permitting and finance structuring to EPC/EPCM execution, commissioning and O&M. Its client portfolio spans the industrial segment (utility-scale, C&I rooftop, floating PV) and the residential and prosumer segment.

A generation project is viable only if it is bankable before it is built and operational before it is useful. In a market where permitting is frequently mistaken for execution, ELECRO prioritises completion of the asset — this is the primary criterion by which we measure our performance.

ESG rigour, applied innovation and circular economy are integrated as design parameters. The value we generate must be measurable: for investors, for communities and for the environment.

What guides us

Our values

Four principles behind every technical, commercial and regulatory decision we make.

Applied R&D

Innovation

We integrate technologies with proven commercial validation and scaling potential — floating PV systems, co-located BESS storage, agrivoltaic systems — and run pilot research and development programmes to assess the technical and economic viability of solutions before deployment at scale.

Real impact

Sustainability

We assess every project through its real environmental impact: biodiversity studies, Natura 2000 compliance, the DNSH principle and circular economy.

Anti-greenwashing

Integrity

ELECRO communicates exclusively on the basis of quantifiable and verifiable data. The anti-greenwashing stance is an operating principle, not a statement of intent: we use no sustainability qualifiers without an associated metric, invoke no unvalidated figures and make no commitments that exceed our documented execution capacity.

Long-term

Partnership

We build long-term relationships with investors, institutional financiers, local communities and authorities. Shared value (CSV) is part of how we deliver, not a marketing add-on.

How we work

Our end‑to‑end model

We cover every phase of a solar project under a single accountable partner — without fragmenting responsibility across vendors.

1. Assessment & site study

Technical and financial analysis of the site, evaluation of the solar resource, identification of environmental constraints and grid connection options.

2. Advisory & permitting

Securing the technical connection approval (ATR) and connection certificate, environmental and Natura 2000 approvals, urban planning permit and building permit, ANRE licensing.

3. Finance structuring

Preparing the project for bankability and structuring finance through IFIs (EBRD/IFC/EIB), CfD, the Modernisation Fund, the national recovery plan or national schemes.

4. Design & procurement

Detailed design, sizing, equipment selection and securing the supply chain with bankable components.

5. EPC construction

Building the plant, integrating systems and, where relevant, co-located BESS storage, with project management and quality control.

6. Commissioning

Testing, energisation, final grid connection and handover of the technical documentation to the owner and the grid operator.

7. Operation & maintenance (O&M)

Production monitoring, preventive and corrective maintenance, and long-term performance optimisation of the asset.

B2B clients get a single point of responsibility across the whole cycle.

Residential clients and prosumers get a simplified journey, with access to schemes such as the national rooftop-solar programme.

Why ELECRO

What sets us apart

Many providers cover a single link — engineering, or permitting, or finance. ELECRO brings them together, reducing the risk of fragmented liability and the time lost between different teams.

We combine technical expertise with fluency in regulation and institutional finance, so that a project is not only built, but also bankable, compliant and ready for the ESG reporting of large clients.

  • Full-cycle integrator: a single line of responsibility from site to O&M
  • Access to institutional finance (EBRD / IFC / EIB) and national mechanisms (CfD, Modernisation Fund, recovery plan)
  • Expertise in current Romanian permitting: ATR/CR, environmental approvals, urban planning, ANRE licensing
  • Differentiating technical niche: floating PV and co-located BESS storage
  • ESG advisory aligned with EU frameworks (CSRD/ESRS, EU Taxonomy + DNSH, GHG Protocol)
  • Anti-greenwashing stance: quantifiable and verifiable claims

Foundation

Accreditations & Team

We operate under certified management systems and with a multidisciplinary technical team — the foundation of every project we design, build and operate.

Attestations & authorisations

We hold ANRE authorisation for services in the field of renewable-source electricity (photovoltaic) and work with personnel holding ANC qualification certificates — the legal basis that lets us design and build plants compliant with grid operator requirements.

Team & expertise

Our team brings together multidisciplinary competencies: design and sizing engineering, permitting (ATR/CR, environmental approvals, urban planning, ANRE licensing), finance structuring and operation & maintenance (O&M) — every project phase covered by dedicated specialists.
